ITTN View:Smart City Against Pollution at 2016 Milano Forum

In 2013, “ the action plan of air pollution prevention” , which is always referred in China as 10 principles of air, was published by the state council of China. According to the medium evaluation by 50 academicians and experts, the achievements for refining the air quality have already been appeared. In 2015, the average rate of PM2.5 concentration in 74 major Chinese cities is 55 micrograms per cubicmeter, the rate has been reduced by 23.6%, compares to the rate in 2013, which is 72 micrograms per cubic meter. The average rate of PM10 concentration in 338 major Chinese cities is 87 micrograms per cubic meter, the rate has been reduced by 10.3%, compares to the rate in 2013, which is 97 micrograms percubic meter in 330 major Chinese cities. And rate for the days of air pollution exceeding standard in a year is 12.1%, in 2015, which is lower than the rate of14.5% in 2013. But the capital circle regions in China, what mainly includes Beijing, Tianjin and Hebei Province, is the high incidence area in China for the heavy air pollution days statistic, where takes 44.1% for the yearly total heavy air pollution days in 338 major Chinese cities.  


In Beijing, the municipality government insists to act the air pollution prevention and administration as the one of the most important and priority works,and the authority made out a general guiding program of “the action plan of Beijing air cleaning”, and have it come into effect with the strong efforts. In 2015, the achievements for refining the air quality have also been appeared initially. The average rate of PM2.5 concentration 60 micrograms per cubic meter, the average rate of PM10 concentration is about 100 micrograms per cubic meter, the both of PM2.5 and PM10 rate has been reduced by 15%, compares to the rate in 2010. But, generally, the circumstance is not cheerful, especially, in some of extreme weather days, like heavy regional fog days, it could be 4-5 times of the air pollution exceeding standard.

In the meantime, Smart City has been a hot topic in recent 5 years in China. China government is playing the critical role for driving the concerned developments by the strategic plans, investments, the policies and key resources. In 2011, ‘the new urbanization development plan’ published, up to Sept. 2015, more than 500 Chinesecities delivered smart city plans to central government departments. It shares 76% regional cities in China, and more than half of plans worldwide. The common smart city understanding in China is the integration of modern urbanization, industrialization and informatization. In the macroscopic view of China central government, the goals of smart city development are to promote more convenient public service, more habitability living ecology and ecosystem, smarter infrastructure.


Hence, the key words of“the habitability living ecology and ecosystem” from China central government smart city developing strategic, have already integrate the fields of smarty city and air pollution prevention. And there have already been practices insome of the Chinese main cities, like Beijing.


There is a successful case that The Beijing Municipal Government is partnering with IBM to predict when and where Beijing’s pollution levels will be the worst, 72 hours ahead oftime, by utilizing the technology of IBM's Watson Could. According to MIT Technology Review, IBM’s new project,called Green Horizon, combines pre-collected city data with abilities to learnover time and predict repeated patterns. This helps the city make extremely specific calls, like temporarily capping the amount of cars on the streets inareas predicted to be hit hard. The Beijing Municipal Government has become one of the first partners to join the project, agreeing to work with IBM to develop solutions for the city's air pollution problems.


Besides the Urban air quality management, the project also sets out to leap beyond current global practices in areas of the renewable energy forecasting, energy optimization for industry, which are also critical to China's sustainable growth.


As said of professor Lu Qiang, from Tsinghua University, "The key to tackling environmental problems is not only monitoring emissions but adopting a comprehensive approachto air quality management and addressing the issues at their roots,” Prof. Luis also the Fellow of the Chinese Academy of Sciences, one of the top influential experts in line of environment protection in China.


According to the above mentioned medium evaluation report from China ministry of environment protection, to “ the action plan of air pollution prevention”, The emergency measures can lower the PM2.5 concentrate very effectively, there were two times in Beijing of putted on the red alert in recently, which have lower the average daily PM2.5 concentrate for 17% - 25% off, during the heavy air pollution day. And I will think, it will be obviously to find the roles and achievements raised from the effective prediction of Green Horizon.


The city of Beijing will invest over $160 billion to improve air quality and deliver on its target of reducing harmful fine Particulate Matter (PM 2.5) particles by 25% by 2017. Needless to say, A smart unban air pollution big data plat form, aiming to accelerate the development of the refined and intensive urban management, can definitely enable the authorities to pinpoint the type, source and level of emissions and predict air quality in the city.


In microcosmic view, smart city covers fields like municipality administration, security, healthcare, infrastructure, industry, environment protection, education,community management etc. we are so encouraged to see such a meaningful forum of Smart City against Air Pollution be successfully held today, The joint innovation achievements and applying across the entireenergy value chain, and all of the as pects of the urbanization development by utilizingthe smart city technologies and management philosophy,can foster the joint solution to the super challenges like air pollutions.


To achieve the goals, the13th five year program of China has mentioned several focuses on smart city developing in 5 years, include platform technologies for integrating general information service and support, planning and constructing of the urbanand country ecology system, social governance and public services, the technologies for city management on basis of grid administration, and thetop-level design for high efficiency intelligence building etc.


The establishment to the platform by public resource, for promoting the integration innovation by designing and testing the general solutions systematically, should be placed asone of the priority position aims for building up a good ground floor in China smart city development. Such a platform could meet the direct requirements ofboth the urbanization and industrialization developments, with the creation of aclose circle of “questions – aims – solutions – plans – testing – refining –applying “.


Finally, as the risks for any individual smart city appliersare raised by the huge investment and administration costs, close internationalcooperation on smart city innovation could be more effective for China smartcity programs, by what people can get experience from successful cases and bestpractices of relevant administrations, police building and technologiesapplying.
